Dňa 30.1.2018 sa konal konferenčný hovor s EIOPA, na ktorom SLASPO zastupoval p.Koma z poisťovne UNION. Požadoval vysvetlenie pre navrhované nastavenie country factor pre záplavy pre Slovensko na 0,4. V porovnaní so susednými krajinami (ČR – country factor 0,3 , Maďarsko – 0,25) je na Slovensku podobný trhový štandard, nižšia penetrácia poistenia a neboli tu v ostatnom období také výrazné škody ako napr. pri dvoch nedávnych záplavách v ČR. Zástupcovia EIOPA sa bránili tým, že na kalibrácia bola robená v súlade s modelmi a ďalšie zníženie faktoru by spôsobilo odchýlku z regionálneho vnímania rizika. Po argumentovaní, že modely zaisťovateľov majú nižšie výsledky než štandardná formula, sa však EIOPA bude zaoberať návrhom na ďalšie zníženie country factor pre záplavy pre Slovensko na 0,3 (na úroveň ČR).
EIOPA 31.1.2018 požiadala NBS o vyjadrenie k zníženiu country factor pre záplavy pre Slovensko:
As you can see below, we have a question for you regarding the SK_FL factor.
The CAT WS has done an analysis of four models and concluded that the old factor 0.45% was a bit too high (which was the result of the most conservative model) and should be lowered to 0.40%.
Subsequently we had a discussion with the industry association and mentioned that this factor is still a bit conservative as they believe that should correlate more with the levels of CZ or HU due to similar market practices
Therefore we were wondering whether you would feel more appropriate to keep the current proposal (0.40%) or to have a further reduction (to 0.35%).
Odpoveď NBS:
So our opinion is that the industry is right. Our feeling is the same that SK should be rather correlated with HU and CZ, not becuase of similar market practise but because of the same rivershad (river Danube) and impulse summer storms which used to happen occasionally and might cause unexpected floods.
Despite Danube comes from AT, it is the only river coming from there and we do not expect severe floods caused by Danube as there are quite good and modern technical barriers built in Slovakia.
Therefore we support the opinion of the association and agree to lower the SK_FL factor. We propose to decrease it as suggested by industry (0,3 %) but if the CAT WS does not consider it sufficiently prudent then also 0,35% is more suitable then the old one.
