EFRAG – IFRS 17 Limited update of 2018 Case Studies

Summary

EFRAG is calling for expressions of interest from European insurance companies in participating in its Limited update of the Case Studies relating to IFRS 17 Insurance Contracts. Expressions of interest should be submitted by close of business on Friday 28 February 2020.

EFRAG has been requested by the European Commission (EC) to provide its opinion on whether IFRS 17 Insurance Contracts (IFRS 17) meet the criteria in the IAS Regulation to be endorsed for use in the EU and EEA. The criteria for endorsement include technical conditions and that the new IFRS Standard is conducive to the European public good.

EFRAG has undertaken an impact analysis of IFRS 17 in the form of two cases studies (an extensive and simplified one) during 2018. Since then, the IASB has initiated Amendments to the Standard.

In order to capture the effects of these Amendments, EFRAG launches a Limited update of the 2018 case studies. As the Amendments are not yet final, also this Limited Update of the case studies is not final yet. It will be completed over the next months in parallel with the IASB work on the Amendments.

EFRAG is calling for volunteers to participate in the Limited update of the case study and is seeking the participation of a range of entities involved in providing insurance products and services.

The Limited update of the case studies is published already today in order to allow interested insurers to start their preparation for completing the answers. It will also serve as an open dialogue with interested participants as it allows to bring comments on the amended IFRS 17 into the endorsement process, in particular the development of the draft endorsement advice.

Input requested

The EFRAG Board decided that the questionnaire would be mainly qualitative (apart from cost considerations) to avoid making this a time-consuming survey for insurers. In addition, the secretariat has received confirmation that companies would not be obliged to respond to the questionnaire in its totality.

It is important that EFRAG gets enough input to update the Draft Endorsement Advice and reflect the impact of the IASB amendments on insurers. The secretariat therefore encourages members to reach out to their constituents and suggest they take part in this exercise.

The EFRAG staff is asking companies to express their interest in participating in the updated case study for internal planning purposes and to assess whether additional outreach activities should be organized.

The closing date for expressions of interest in participating in the Limited update of the case study is Friday 28 February 2020. Insurance companies are invited to submit their expression of interest to IFRS17Secretariat@efrag.org
